Why hasn't any library in the NYC metro area acquired and catalogued (on OCLC) the People's Guide to the RNC? The guide has apparently gone o.p., which is regrettable but understandable. But some library really does need to get this and catalogue it and by extension make it available for ILL
I would also like to add that maps like this are considered "ephemera" and are kept for archives rather than for public use. Maps are kept for reference in the NYPL branch libraries, but they are never sent between branches or circulated, primarily because they are fragile. Also, the library has atlases and travel books with maps to check out. I bet the Map Division at the Humanities and Social Sciences library has obtained a copy.
Google search for:
"peoples guide" "republican national convention"
finds a downloadable map and other information at:

Are we sure it is out of stock at ALL the places listed at:

I suspect hard-pressed acquisitions and catalog departments would hesitate very much to order this, thinking that it appears to be readily available online. Only the Art Institute of Chicago appears to have gotten a print (archive?) copy - see OCLC: 56205722
