Though i have not been able to find a comprehensive list of lawsuits, and no citations to date, I have found articles that discuss various lawsuits that have been brought against the Seattle after the WTO protests in 1999:
Seattle pays $250,000 to settle WTO suit
This was a big win for protesters earlier this year, when Seattle settled with protesters for $250,000. You can look up similar ones by searching in a search engine for the words "Seattle WTO lawsuit settle" or something similar.

This is about the second lawsuit that the ACLU filed against the City of Seattle. It's not necessarilly about police brutality, though. This article names 7 of the WTO protesters involved in the suit.

Battle of Seattle Moves to Courts
This is a really good one... says that there were more than 87 WTO claims against the city. Furthermore, at the time the article was written (end of 2000), it's stated that, "the best estimate is that as many as 15 lawsuits have been filed in U.S. District Court in Seattle over WTO."
