The way I've posted minutes when it's been my duty to do so is to create a page for them, rather than uploading them as a file.
Here's a recent example

You log in.
Click create content.
Click page.
Go to town. Remember to name and URL the page appropriately. (Look at the URL above in edit mode to see what I'm talking about.)
Alternatively, you can post the minutes as a file. (If you do that, consider saving them as an .rtf or .txt document, rather than as a .doc.)
Log in.
Click create content.
Click upload file.
