ANSWER: The T. Don Hutto Residential Center is located in Taylor Texas and is run by the Corrections Corporation of America, the fifth largest corrections system in the nation, behind only the federal government and three states.
Recently the Hutto Family Residential Facility in Texas invited reporters inside to tour the grounds in order to address concerns that had been voiced. In a recent segment on NPR (February 7, 2007) it states that the maximum occupancy is 512 people but that curently 375 are being held and that at the airing of the piece, more than 200 of those were children. You can listen to the entire piece here: http://www.npr.org/templates/story/story.php?storyId=7320293
It is said that those working within the facility are given 25 hours of specialized training in working with children.
There is also an editorial here: http://docubloggers.wordpress.com/2007/03/09/t-don-hutto-residential-center
detailing one documentary filmmakers interactions with the facility. Please note that this is written by a person that does include sources in his piece, but that this is not an authoratative source. I encourage you to read the articles/websites I've included below.
