Be aware that many owners use property management companies, which I don't think is public record. But getting the owners name (may not even live in the area) could help you find out who is managing your building. If the property is being managed by a company you could check with the BBB (Better Business Bureau) to see if complaints have been filed in the past and to file one of your own.
