According to this page, the footage was aired as part of a CBC program, The Fifth Estate:

Ten months later, in February 1995, CBC’s programme the fifth estate aired an exposé entitled “The Ultimate Response.” For the first time, the Canadian public saw for itself what had taken place on April 26, 1994.

I don't know if CBC programs available in libraries; the Fifth Estate is only availble online up to 2000, per info on their site, but perhaps you could contact them?
