The U.S. Information Agency (USIA) existed from '53 to '99 to influence foreign public opinion in favour of U.S. national interests. This is the archive of their website:

You may want to look into the Office of the Coordinator of Inter American Affairs (CIAA) which handled cultural exchanges between the U.S. and Latin America in the '40s, and included libraries, before it merged into USIA.
