According to the links above there is press freedom is Tanzania, but in practice many journalists still practice self-censorship in order to avoid government interference. There is very limited press freedom in the area of Zanzibar.

The links above on radio licensing contain information about non-commercial radio licenses. Information as detailed as allowed wattage is not on the web, nor in any published regulations.

Detailed information on radio broadcasting and "soft" information about possible implications of unlicensed broadcasting is best discovered by speaking with people in Tanzania's radio community. The links above give contact information for Tanzanian scholars, radio enthusiasts, NGOs, etc. who I think would be willing to share information you.

I was unable to find any stories about persecution of unlicensed Tanzanian broadcasters, but speaking with people in the community will likely yield more information than any database or web search.
