Hi!
Since this issue is often considered a human rights issue, a lot of human rights organizations have issued reports about police harassment and sometimes specifically about police harassment of transgender people. These often list their sources and are a good place to look for other resources.
Amnesty International has a couple of relevant reports:
- USA: New York Police Department - Serious allegations of abuse of transgender women 2007 (http://www.amnesty.org/en/library/info/AMR51/117/2007/en) Index Number: AMR 51/117/2007
- USA: Stonewalled - still demanding respect. Police abuses against lesbian, gay, bisexual and transgender people in the USA 2006 (http://www.amnesty.org/en/library/info/AMR51/001/2006/en) Index Number: AMR 51/001/2006
- USA: Submission to the UN Universal Periodic Review 2010 (http://www.amnesty.org/en/library/info/AMR51/027/2010/en) Index Number: AMR 51/027/2010
There may be even more reports on the Amnesty International website (http://www.amnesty.org/en) in the library section.
